MSHA Construction Contract Claims Review & Schedule Analysis Services, Baltimore, MD
ATCS Capital Infrastructure is part of the team awarded a 5 year on-call contract to provide construction contract claims review and schedule analysis services, including the initial evaluation of a claim for the purpose of providing detailed and factual analysis to clearly define the claim issue and establish a strategy for assertion or defense of said claim; Critical Path Method (CPM) Schedule Analysis. Provide technical assistance in the preparation of the Rule 04 File in accordance with COMAR 21.10.06.04, answer technical interrogatories, participation in discovery procedure and assist in the planning of strategies and case preparation. Provide technical assistance, expertise, expert witness testimony, and represent and assist SHA at hearings before the Maryland State Board of Contract Appeals.
Task 2 – Superstructure Replacement on Seminary Road Bridge over I-495 (Capital Beltway). Performed analysis of the Contractor’s claimed time impacts and request for compensable delay days and

change orders for SHA Contract No. M05805180. ATCSCI scope of work for this task includes:

Evaluation of the contractor’s CPM baseline schedule and (26) monthly schedule updates.

Conducting independent time-impact analysis (TIA), reviewing corresponding documentation and cost data to determine merit and compensable delay days.

Meeting support & claims resolution on behalf of SHA with contractor.

Analysis for merit of price escalation cost by subcontractors & vendors, cost of stay-in-place MOT equipment, maintenance cost during shutdown, standby equipment cost on job-site during shutdown.

Review of official correspondences and agreements during negotiations between Anchor & SHA.

Analysis and recommendation of pending change orders

Report write-up with final recommendations and findings
